Disagree regarding 117 draining council resources. The LA is able to get NHS covering partial cost under S117 (including anyone in a care home/specialist placement long term due to their MH, which I would argue is the most costly of the 117 aftercare plans). If these people had to come off of this after 6 months, council would just have to pick up the full cost, or face moving the person and disrupting their MH again.

Time limiting 117 would also defeat the purpose of ensuring services are in place to prevent relapse and hospital re admission. Why would people not need these services long term? As soon as a person had to pay the council for a council funded care package, engage in a finance assessment, tons of mentally unwell people would cease engaging and relapse, back to hospital.

I suspect the 117 deal saves the NHS quite a bit long term compared to re admissions and bed blocking. And saves the LA’s money in placement costs that they would have needed to end up funding anyway.
