However my LA has linked accreditation to career progression. We already do a degree including substantial placements, Asye, and further cpd. We have an oppressive licensing body and are under massive stresses. This is a step to undermine social workers and divert the attention from the real cause of failing services….austerity.

MJ- Do you now deliver dramatically better practice to service users than you did prior to walking into the NAAS assessment centre?

Why waste money, reinventing the system.

I feel more confident in my practice and I enjoyed the process of testing my knowledge and skills. The actual assessment is as close to practice as a reliable assessment can be and provides a logic assessment of basic social work standards. The profession requires improvement and this is a small piece of trying to improve Social Work. If every new thing that came along was treated in this way, we would never move forward. The system needs changing fundamentally and that is not going to happen anytime soon. In the mean time we need to be trying different things to improve the quality of practice. Nothing on its own is effective and if NAAS can be joined up with other workforce development strategies it can be a useful tool. The cost is minimal really, it would be £50,000 per England LA, this is one SW post for a year, hardly going to change the world!

And FGCs are not new but have been undermined by central govt local authority funding cuts – as have FDACs through the govt’s funding withdrawal from the FDAC support and development service.

The big elephant in the room is that while the govt is fiddling with the relatively small scale funding for these highly publicised fragile initiatives, children’s social services are being burnt to the ground by politically-chosen austerity targeting poor children and families and decimating public services.

Such a shame and pity that those who are advising the govt and inventing new initiatives seem so silent on the big issue, with the chief social worker having stated that funding is not an issue for children’s social services as “the money is there” already.

I would urge everyone else to do the same and follow UNISON’s lead https://www.unison.org.uk/news/article/2018/06/social-workers-say-no-national-assessment-scheme/. The ADCS needs to get its act together. It can’t on the one hand express reservations and then sign up to phase two when asked to do so by the DfE at a drop of a hat as it has done in the West Midlands.

A key quote from ADCS “ADCS believes the amount spent to date on NAAS would be better spent on developing a national recruitment and retention strategy to encourage more people to into the profession, and in particular to want to stay.” Some key questions begged: Given that ADCS, BASW and UNISON members all stated that this was too costly in terms of skilled stall as well as cash, and may result in more harm than good, what inducements have been put in the way of DCSs and PSWs to encourage them to take part? We now know some cash incentives have been provided to social workers (what does that do to the validity of the evaluation?) The resources to provide learning time and support are greatly to be welcome but it should not have needed NAAS for this and good employers provide PQ learning time anyway. From what I can see the independence of the evaluation is suspect because of the links between the various organisations involved in funding, providing, marking the tests and evaluating, as well as the BASW point that numbers are very small and there is doubt about the representativeness of those who choose to take part
