The difficult bit is that the previous impact assessment was structured around the expectation of them being at the core of the process. It’s not just a matter of money. More AMCPs will be required and getting them recruited/converted and trained up in sufficient numbers will be a challenge even by 2022. Depending on the final form of the Code of Practice, their role may be more onerous than that of an AMHP as the tribunal tier is currently missing from the LPS structure.

Pause? Surely Covid 19 has shown that Equalities and Human Rights need to be guarded ever more. That blanket ban visits, cross county care home bans on visits, undocumented decisions to swab all..and much more means Independent Scrutiny, Review and ongoing Independent recommendations and conditions is much more helpful to the individual deprived. Safeguarding Liberties and Protecting has to be Independent.
I’m finding families are not raising their concerns as much and as loud as they like, until that Independent BIA surfaces .
So yes, , we need to go beyond PAUSE …

Why didn’t they just listen in the first place? Social workers were always saying this was a clear conflict of interest, and care home managers were saying they wouldn’t have time to do it, and didn’t want to do it. And leaving it up to Local Authorities to decide, well I think we all know that Local Authorities would gladly give the role to care homes because it would save them money not having to get their staff to do it. Common sense at last. Now scrap the idea altogether – no need to pause, just scrap it. Always was and always will be a terrible idea.
