Having been the victim of the nhs continuing healthcare over nearly 6 years,l can quite truthfully state that the LA would have had a lot more money over the last 10 years if they had not funded the care of people who should have been funded by the NHS.
To anyone who does not know what l am talking about ,l will explain in 1999 a lady called pamela Coughlan went to court,as her and other people were going to lose their home which was promised to them for life during the court of appeal,it was established that the social services could only provide care to people who’s needs were merely incidental and ancillary, meaning they were social care needs,with little or minute medical needs,but if people had a serious health need,or a lot of health needs it is the nhs who has to fund them,what it has all degenerated to over the years is the NHS hardly giving anyone CHC,to protect their finances, passing them back to social services,these people are then charged for their care,it has always been illegal for the LA to fund these people,but instead they do not stand up to the NHS and during the years when NCC has been cash scrapped,if they had not been illegally paying for these people they would only have been funding about 20% of the amount of persons they now have on the books,so if the law of Coughlan had been applied by the LA the nhs would have had to pay for the care of this people under NHS continuing healthcare,whethermthe NHS liked it or not. There is an industry level crisis precisely because the care system is generally run on private industry principles. Funding shortcomings aren’t down to stingy self funders or inadequate government funding. Social care is a private equity business, the not for profit providers are not quite that either. We need to socialise care provision not accommodate plundering of public funding and the savings of individuals so that the biggest care provider based in the British Virgin Islands can pay out dividends while avoiding paying UK tax.

Maybe it’s time to accept that residential care homes are not a good option for older people. Invest less in this form of care which has proved so deadly in the current pandemic and look again at very sheltered housing. As for funding expect something radical, deeply unpopular and heavily influenced by the private sector.

I’m flabbergasted that this is even being considered. Social care had always been the Cinderella services.

We as social care professionals continue to strive to provide a proportionate service that’s care act compliant in times of a crisis and yet we then have to consider financial probity as a result of the pandemic.

There’s never going to be enough funding for all services but we do need to consider how the services are financed in the future, or there will be no future.

It is very true that Social Care can not go back to 2010, for even then the funding for Social Care was wholly insufficient and has been for many years previously. The last 10 years of austerity have brought major problems to Social Care, leaving many in need of Social Care with insufficient care or no care at all.

The Government in 2015 should have introduced a funding package, but instead delayed it to April 2020. Now April 2020 has come and gone, but the funding has not come and Social Care is in a dire situation, causing major suffering to people in need of care and their families.

Only a substantial amount of direct funding into Social Care by this Government of at least £10 billion or more can go some way to save Social Care and thereby relieve some pressures on the NHS.
